Regulation Gazette 54757 carries three independently significant items. First, R. 7532 amends High Court Rule 49(13) so that security for costs on appeal is no longer automatic but requires a party to apply to the court 'upon good cause' — a substantive shift in appeal procedure commencing 3 July 2026. Companion amendments (R. 7530–7531) update Magistrates' Court and High Court forms for summons and immovable property execution notices, also effective 3 July 2026. Second, R. 7524 proposes comprehensive Animal Health Regulations under the Animal Health Act 7 of 2002, covering disease reporting (verbal report forthwith, written confirmation within two days), import/export permits (applications at least 30 working days in advance), quarantine, compensation, and veterinary procedures, with a 60-day public comment window closing approximately 28 July 2026. Third, R. 7533 amends Customs Schedule No. 1 to impose a 10% general duty on rails (tariff heading 7302.10), effective immediately on publication.
