General Notice 4110 of 2026 publishes the draft Greater KwaZulu-Natal Urban Core Spatial Transformation and Economic Transition Region Regional Spatial Development Framework (RSDF) for public comment under section 18(4) of the Spatial Planning and Land Use Management Act 16 of 2013. The RSDF covers the eThekwini Metropolitan Municipality, Ugu District Municipality, iLembe District Municipality, and uMgungundlovu District Municipality — one of South Africa's most economically significant metro regions. Interested and affected parties are invited to submit written representations within 60 days of publication (approximately 19 October 2026). Hard copies are available for inspection at the four municipal offices on weekdays between 09h00 and 15h00. Once finalised, the RSDF will guide future spatial planning and land use decisions across the region.
