Provisional 28.86% anti-dumping duty on steel pipes, forex threshold doubled, appliance rebates restructured

Regulation Gazette No. 54854 carries three immediately actionable notices. R.7606 imposes a provisional anti-dumping payment of 28.86% on certain steel tubes and pipes (subheading 7305.19, circular cross-sections exceeding 406.4 mm external diameter) imported from Mozambique, effective until 18 December 2026. R.7604 amends the customs rules to raise the advance foreign exchange payment threshold from R50,000 to R100,000, reducing the administrative trigger for APN applications. R.7605 deletes existing Schedule 3 Part 1 rebate items for refrigerator and stove components and inserts new full-duty rebate items for parts used in manufacturing domestic appliances (ovens, stoves, hobs, refrigerators, freezers), now subject to ITAC-specific permits. A separate notice (R.7603) introduces new canola grading, packing and marking regulations replacing the 2009 regime, commencing approximately 19 December 2026.
